The consultancy is aimed at drafting a technical interpretation of the Minimum Measure established by ANSF at point “5. Automatic train movement protection system” with Circular No. 9956/2016, making a comparison, according to the best applicable methodology, between the safety level of this Minimum Measure and the safety level represented by the Alternative Measure proposed by Umbria TPL e Mobilità S.p.A. and adopted by RFI.

The purpose of the analysis is to demonstrate, with the accuracy levels typical of the best applicable methodology, equal or better effectiveness (for safety purposes) between the measures proposed by ANSF and the alternative ones proposed by the Manager.

To this end, DITS has carried out a survey on the following aspects:

Community and national regulatory framework of reference;

A similar reference system constituted by the National Railway Infrastructure managed by RFI;
analogous reference system constituted by the network of Ferrovie del Sud Est (FSE), a company of the Ferrovie dello Stato Italiane Group, in verified operating conditions compliant with the safety level imposed by the regulations in force);
analogous foreign reference systems (European railway regulations);
documentation provided by the Client relating to:
infrastructural characteristics of the lines belonging to the FCU and FSE networks, including maximum speeds, railway signalling and train presence detection systems, the presence of driving support and train movement control systems;
operating provisions of the FCU and FSE networks;
statistical data on operating incidents and in particular on the SPADs recorded on the FCU network in the period 01/01/2006 – 31/12/2016;
statistical data on operating incidents and in particular on the SPADs recorded on the FSE network in the period 01/01/2013 – 30/09/2016.
