The general objective of the consultancy, carried out within the European project INWAPO “Upgrading of Inland Waterway and Sea Ports”, was the construction of an operational tool, indicating short, medium and long-term railway management, procedural and infrastructural proposals, which can help improve the performance of the Porto Marghera freight terminal, in terms of reduction of management costs, reduction of goods handling and transfer times, improvement of the attractiveness of the Port towards the national and international market, reduction of externalities for the community.

To do this, the study was divided into two parts: 1) infrastructural and management analysis of the railway system that affects the Port of Venice and 2) economic-financial analysis of short and medium-term improvement proposals.

The first part allowed the identification of interventions for the adaptation and enhancement of the Porto Marghera port, with short-term (2014-2016) infrastructural and management proposals, carried out with limited investments, medium-term (by 2020) and finally also long-term solutions (beyond 2020), carrying out for each a specific analysis of the forecast scenario of the market demand.

In the second part, an economic and financial analysis was carried out of three different hypotheses, two short-term and one medium-term, in which the interventions selected in the first part of the study were grouped together in order to identify optimal forms of management of the operation within the port. To calculate the benefits in the economic-financial analyses, a specific simulation model of the port operation was developed, in addition to a new tariff model and the identification of accessory services useful for accelerating the return on the proposed investments.
